Efraim Rochlin was born in 1886 in Kritchev, Mogilev gub. Was a member of "Bund". Came to Estonia in 1905. The establisher (1918) and a long time president of the Ch. N. Bialik society in Tallinn. Took part in the building (1923) of the Jewish school in Tallinn. The leader of the Yiddish section of the "Kulturverein" (since 1926). Member of the Talinn municipality (1930-1934). - from N.
